(NG) Report Abuse It is true that inclusive education for children with special needs is a right not a privilege. JONAPWD should take a closer look at the Universal Basic Education Act 2004 and the 2013 National Policy on Education. As I canvassed at the Conference on Global Perspectives of Inclusive Education at UNIZIK last month, it is not true that there is no legal framework to implement inclusive education. The 2004 Act describes a child or ward as "disabled or not".

I am even more particular about financial education because statistics show that PWDs are four times more likely to live below the poverty line than able counterparts with same level of education.
