JONAPWD should take a closer look at the Universal Basic Education Act 2004 and the 2013 National Policy on Education. As I canvassed at the Conference on Global Perspectives of Inclusive Education at UNIZIK last month, it is not true that there is no legal framework to implement inclusive education. The 2004 Act describes a child or ward as "disabled or not".
